Steamed Beef with Rice Flour
A tender, aromatic Sichuan dish with a balanced spicy-numbing flavor, made by steaming marinated beef with stir-fried rice flour.

Prepare the ingredients
Fry the rice until yellow, then grind it into a coarse powder. Cut the scallions into rings. Finely chop the Sichuan black beans. Mash the ginger and soak it in a little water (reserve the ginger juice). Wash and chop the cilantro.
Marinate and steam
Cut the beef into thin slices and mix evenly with the vegetable oil, soy sauce, ginger juice, Sichuan black beans, doubanjiang, white pepper powder, and rice flour. Transfer to a bowl and steam over boiling water until cooked through. Remove, invert the bowl onto a plate so the beef lands scallion-side up, and scatter the chopped scallions over the top.
Serve
Place the chopped cilantro, Sichuan peppercorn powder, and white pepper powder in a separate small dish and set on the table alongside the steamed beef for diners to add to taste.
