Prepare the silver fish
Place the dried silver fish in a bowl and cover with warm water. Let them soak for about 10 minutes until they soften and become pliable. Drain well and pat dry with paper towels.
Get ingredients ready
While the fish soak, peel and slice the garlic diagonally into thin pieces. Cut the ginger into fine shreds. Having everything prepped before cooking is key for a quick stir-fry.
Heat and bloom aromatics
