Prepare the ingredients
Remove the bones, innards, head, and tail from the eel and cut it into small sections. Cut the scallion whites into shreds and peel the garlic.

Cook the dish
Place a wok over high heat. When hot, add the eel sections and dry-stir-fry, then add water and the garlic and braise together until the garlic is soft and the eel is cooked through. Add the scallion shreds, give it a quick stir-fry, and serve.
