Make the dough
Combine flour and salt in a bowl. Pour in boiling water while stirring with chopsticks until a shaggy dough forms. Let rest 10 minutes, then knead until smooth and elastic. Cover and rest 15 minutes.
Roll and steam the flatbreads
Divide dough into 8 equal pieces. Roll each into a thin circle about 8 inches wide. Stack with oil between each layer. Steam over boiling water for 3-4 minutes until translucent. Remove and separate while hot.
Prepare the fillings
Shred the lettuce, slice the green onions, cut cucumber into thin strips. Have all vegetables arranged on a plate. Mix sweet bean sauce and garlic sauce together in a small bowl.
Assemble and serve
Place one flatbread on a plate. Spread a thin layer of sauce down the center. Add lettuce, cucumber, green onions, and cilantro. Roll up tightly from the bottom, folding in the sides as you go. Serve immediately while warm.
