Soak the oats
Pour the warm milk over the rolled oats in a large bowl. Let them sit for about 5 minutes until the milk is absorbed and the oats soften slightly.
Mix the dough
Crack the egg into the oat mixture and stir well to combine. Add the softened butter, salt, sugar, and yeast. Mix everything together, then gradually add the flour until a soft dough forms.
Knead and rise
Turn the dough onto a floured surface and knead for 5-7 minutes until smooth and elastic. Place it in a lightly oiled bowl, cover with a clean towel, and let it rise in a warm spot for about 30 minutes until doubled in size.
Shape the muffins
Punch down the dough to release air bubbles. Divide it into 6 equal portions. Roll each portion into a ball, then flatten gently with your palm. Let them rest for 5 minutes, then roll each into a disc about 1/2 inch thick.
Second rise
Cover the shaped discs with a towel and let them rise for another 15-20 minutes until they puff up slightly.
Cook on the stovetop
Heat a non-stick pan over medium-low heat. Place the dough discs in the pan (work in batches if needed), cover with a lid, and cook for 3-4 minutes until the bottom is golden. Flip and cook another 3-4 minutes.
Add steam for moisture
When the muffins have golden bottoms, add 2 tablespoons of water to the pan (not directly on the muffins) and immediately cover. The steam will make the interiors soft and fluffy. Remove the lid once the water evaporates. Repeat this step 1-2 more times until the muffins are fully cooked through and nicely browned on both sides.
