Make the dough
Combine flour and warm water in a bowl. Mix until a smooth dough forms, then let it rest covered for 15 minutes. Knead briefly until elastic.
Prepare the filling
Mix ground pork with soy sauce, sesame oil, ginger, and green onions. Squeeze excess water from the salted cabbage and fold it into the pork mixture. Stir until well combined.
Shape the roses
Roll dough into thin oval sheets. Cut wavy edges along one side using a knife or pasta cutter. Place small portions of filling along the center, then fold the dough in half. Starting from one end, roll tightly into a rose shape. Pinch the bottom to seal.
Pan-fry the dumplings
Heat vegetable oil in a non-stick pan over medium-low heat. Arrange dumplings seam-side up and cook until bottoms turn golden, about 3 minutes. Add 1/2 cup of water, cover immediately, and steam until water evaporates. Remove cover and cook until bottoms are crisp again. Serve hot with dipping sauce.
