Mix the dry base
In a large bowl, whisk together flour, baking soda, and salt. Add the cold butter cubes and work them in with your fingertips or a pastry cutter until the mixture resembles coarse crumbs.
Form the dough
Pour in the warm water and stir with a fork until a shaggy dough forms. Turn out onto a clean surface and knead for a few minutes until smooth. Fold in the chopped nori and knead briefly to distribute evenly. Cover with plastic wrap and let rest for 20 minutes.
Roll and cut
