Pre-make royal icing dots
Make puddle dots (p. 11). Place thinned royal icing in a cut parchment piping bag, pipe small balls of various sizes onto waxed paper. You will need balls with a diameter of 1/2 or 5/8 inches for centers, and balls ranging from 1/8 to 5/16 inches for other uses. Let dry for 48 hours. Brush all dots with a mixture of Pearl Dust and lemon extract, then let dry.
Make the cookies
Prepare and roll out the cookie dough. Cut out star shapes using the 3rd, 4th, and 5th smallest cutters from the kit, then bake and let cool completely.
Fill the base color
Outline the cookies using piping tip 3 and full-strength icing. Pipe thinned icing from the cut piping bag into the outlined areas to fill them, then let dry completely.
Decorate the cookies
For the dotted design, attach approximately 60 1/8-inch puddle dots using small dots of icing applied with piping tip 2. Decorate the remaining cookies with starburst lines made using piping tip 2 or 3, or swirls made with piping tip 3; then attach puddle dots and let dry. Brush the designs with the Pearl Dust and lemon extract mixture, then let dry.
