Prepare the ingredients
Cut the beef into large bite-sized chunks. Soak the meat in cold water for 30 minutes to remove excess blood, then drain. Meanwhile, soak the dried bamboo shoots in warm water until fully expanded, rinse thoroughly, and slice into 1cm thick pieces.
Sear the beef
Heat a generous amount of oil in a wok or heavy pot over medium-high heat. Add the beef chunks and sear until browned on all sides. Toss in the ginger, garlic, star anise, and cinnamon, and stir-fry briefly until fragrant.
Braise the dish
Pour in enough hot water to cover the meat. Add the soy sauce and sugar. Bring the mixture to a boil, then reduce the heat to low. Cover and simmer for about 1 hour.
Add shoots and finish
Add the prepared bamboo shoots to the pot. Continue to simmer uncovered for another 20–30 minutes, or until the beef is fork-tender and the sauce has thickened to your liking. Adjust seasoning with salt if needed before serving.
