Prepare the Ice Cream Base
Combine the milk, heavy cream, and about half of the sugar in a saucepan. Cook over low heat, stirring constantly, until the mixture thickens slightly. Be careful to keep the heat low to prevent scorching. Remove from heat and let it cool completely, ideally by chilling it in the refrigerator.
Simmer the Cranberries
While the base cools, place the red wine in a small pot and bring it to a boil. Add the dried cranberries and the remaining sugar. Simmer gently for a few minutes until the fruit softens and absorbs the wine. Allow this mixture to cool down as well.
Combine and Freeze
Stir the cooled cranberry and wine mixture into the chilled cream base until evenly distributed. Pour the final mixture into a freezer-safe container and place it in the freezer. Let it freeze solid for several hours before serving.
