Prep the Melon
Cut the bitter melon in half lengthwise. Use a spoon to scoop out and discard the white seeds and pith.
Blanch and Shock
Bring a pot of water to a boil. Blanch the melon halves for no more than 30 seconds, then immediately plunge them into a bowl of ice water for 3 to 5 minutes to stop the cooking and set the color.
Slice and Plate
Remove the melon from the ice water and pat dry. Slice it crosswise into thin, translucent slices. Arrange a bed of ice cubes on a serving platter and layer the melon slices on top.
Make the Dressing
In a small bowl, whisk together the soy sauce, black vinegar, sesame oil, chili oil, and honey until smooth.
Serve
Drizzle the dressing over the sliced melon and sprinkle with toasted sesame seeds just before eating.
