Mix the dry ingredients
Combine flour, salt, and pepper in a large bowl. Make a well in the center.
Add wet ingredients
Crack eggs into the well and pour in the water. Whisk everything together until you have a smooth, lump-free batter. Stir in the chopped scallions and sesame seeds.
Cook the first side
Heat a tablespoon of oil in a non-stick pan over medium heat. Pour about 1/4 cup of batter per pancake. Cook until bubbles form on the surface and the edges look set, about 3 minutes.
Flip and finish
Carefully flip each pancake. Cook another 2-3 minutes until the bottom is golden brown and crispy. Repeat with remaining batter, adding more oil as needed.
