Make the dough
Place flour in a large bowl. Slowly pour in boiling water while stirring with chopsticks or a fork until a shaggy dough forms. Let rest covered for 15 minutes, then knead until smooth. Cover and let rest another 10 minutes.
Prepare the filling
Heat a small pan over medium heat. Scramble the eggs until just set, then break into small pieces. In a bowl, combine chives, shrimp, scrambled eggs, oyster sauce, salt, vegetable oil, and sesame oil. Mix well and set aside.
Assemble the boxes
Divide dough into 8 equal pieces. Roll each into a circle about 4 inches wide. Place 2 tablespoons of filling in the center of each circle. Fold in half and crimp the edges firmly with a fork to seal.
Pan-fry until golden
Heat 2 tablespoons oil in a non-stick skillet over medium heat. Place boxes seam-side up and cook until bottoms are golden, about 3 minutes. Flip carefully, add 1/4 cup water, cover and steam for 4 minutes. Uncover and cook until bottoms are crispy again, about 2 more minutes.
