Instructions
Make the dough
Place the flour, brown sugar, granulated sugar, baking powder, cinnamon, and salt in a food processor and pulse a few times to combine. Add the butter and pulse until the texture resembles coarse cornmeal.
Mix the wet ingredients
In a small bowl, whisk together the milk, honey, and vanilla. Add to the flour mixture and pulse quickly until the dough just begins to come together. Scrape the dough onto a floured work surface and pat into a disk. Wrap in plastic wrap and refrigerate for about 2 hours until firm (can be refrigerated for up to 3 days).
Cut and prepare to bake
Adjust the oven rack to the center position and preheat to 350°F. Line two baking sheets with parchment paper or aluminum foil.
Cut out the cookies
On a floured work surface, roll out the chilled dough to ⅛-inch thickness. Using 1 to 1.5-inch animal-shaped cookie cutters, cut out as many cookies as possible, placing them ½ inch apart on the baking sheets. Repeat with the remaining dough.
Bake
Sprinkle the cookies with turbinado sugar. Bake one sheet at a time for 8 to 10 minutes, until the cookies are slightly puffed and lightly browned; they should still feel soft and will firm up as they cool. Transfer the cookies to a wire rack to cool completely.
