Steam the potatoes until cooked, then mash them into a puree.

Remove the heads and devein the Argentine red shrimp. Chop into a paste. Do not discard the tails.

Add the white pepper and salt to the shrimp paste.

Combine the mashed potatoes with the shrimp paste.

Add the cheese powder. The amount of cheese powder can be adjusted according to the brand you choose.

Wet your hands with a little water, then shape the mixed potato-shrimp mixture into balls. Place the balls in the breadcrumbs and roll until fully coated.
