Finely chop the lotus root, green onion, and carrot. Cut the meat into minced pieces.

Place the chopped lotus root and minced meat in a bowl. Add the crumbled tofu.

Add salt, light soy sauce, thirteen-spice powder, and oyster sauce. Stir well to combine.
